debes instalar el android sdk

https://dl.google.com/android/installer_r24.4.1-windows.exe

después de instalarlo lo abre y descargas lo que te pide por defecto...son unos cuantos megas ten paciencia,

una vez termines alli la carpeta esta en c:/programs x86/android/android sdk

en mi caso tengo windows 7 64 y me pidio ademas el net frame 4.52
http://download.microsoft.com/download/D/5/C/D5C98AB0-35CC-45D9-9BA5-B1

Me dió un par de errores asi que lo desinstales y lo volvi a instalar todo ok.

Program DroidExplorer.0.9.0.4.x64
OS: windows 7 64 SP1
Phone Galaxy 5 GT-i5500 rooted using android 2.1 original ROM
Samsung Drivers

After some errors with SDK and NET frame and service installations I had to reinstall it from zero and is working but when I get into /dev folder __I see the subfolders but can not see the files, any idea why?__
